Millrace: Tile Delivery Puzzle

Sixty-four levels. One inlet. Nothing is random. Millrace is a delivery puzzle. Each level hands you a fixed board, a queue of tiles you can see in advance, and a move budget. Tiles arrive one at a time at a single marked inlet on the edge of the grid. Your job is to build one exact value on one marked cell — and to get it there before the budget runs out.
