Panelburg

You are the site manager of a concrete housing estate. The ministry has sent the quota. It has sent materials too, just not all of them, not the right ones and not on time. Panelburg is a short pixel-art management game. One game is one five-year plan: 20 quarters, about 15 minutes. HOW IT PLAYS • Every quarter you get an allocation of panels, cement and pipes, plus two build actions. • You build blocks of flats, because the plan won't fulfil itself. • You build shops, schools, clinics and culture centres, because tenants want a life, not just a roof. • The heating plant keeps everyone warm, but nobody wants to live right next to it. The factory brings in materials, and noise. • The housing waiting list grows on its own, and a long one sours the mood. When the mood hits zero, the estate stops: strike.
