A tile explodes when the total number of tiles in its row or column matches the tile's value. So a tile marked 3 explodes when there are exactly 3 tiles in its row or column. That's the whole rule. But every tile you place changes the count of both a row and a column, which means a single move can trigger a tile on the other side of the board.
