Goodnight Otter: Logic Puzzle

Sea otters hold paws while they sleep so they don't drift apart. In Goodnight Otter, you help them do it. Each otter floats on its back holding a clam with a number: how many kelp ropes it needs. Drag from one otter to a neighbour to tie a rope. Tie the same pair again for a double rope. Ropes run straight, never cross, and two otters share at most two. When every otter has its ropes and they're all tied into one raft, they fall asleep together and the kelp glows. If you know Hashi or Bridges, you already know how to play.
